Birth certificates are issued to: -The person named on the birth certificate -Parent as long as their name appears on the official birth registration -An individual authorized in writing by anyone named on the birth certificate -A person requiring a certificate for administration of the estate (when the individual named on the certificate is deceased) -A lawyer acting anyone named on the birth certificate providing written authorization -In response to a court order
